Public hearing set about bridge
The Indiana Department of Transportation will hold a public hearing Thursday, Oct. 18, presentation at 5:30 p.m. at the Batesville Memorial Public Library, Room B, 131 North Walnut Street, Batesville.
The purpose of the public hearing is to offer all interested persons an opportunity to comment on current design plans for a proposed Ind. 46 bridge replacement over Little Laughery Creek, 1.2 miles west of Ind. 229, located in Franklin County.
The Indiana Bridge No. 046-24-03124A (NBI No. 17430) that carries SR 46 over the Little Laughery Creek is eligible for inclusion in the National Register of Historic Places under Criterion C because of its engineering significance as an exceptionally long example of a state-designed T-beam structure.
As part of the Historic Bridge Inventory, initially the bridge was determined “Select” for preservation per the Programmatic Agreement Regarding Management and Preservation of Indiana’s Historic Bridges.
Subsequent to the determination, the bridge’s condition, and the ability to rehabilitate the structure to meet current standards questioned the rationale for the “Select” designation and spurred a new alternative analysis.
It was then determined to change the designation to “Non Select” and not suitable for preservation. The bridge has been marketed for re-use for over six months and information about the bridge can be found on the following INDOT Historic Bridge Marketing website: http://www.in.gov/indot/2532.htm.
This public hearing will be the final opportunity for a responsible party to come forward to take ownership and responsibility for the bridge at its current location or to accept proposals for the salvage of elements of the bridge.
To date no parties have stepped forward to take the ownership in its current location nor requested specific elements.
In the event no response is received by the end of the comment period Friday, Nov. 2, the preferred alternative proposes to replace the existing bridge with a single-span box-beam bridge with integral end bents and spill through slopes.
The project will also include, but not limited to, transitional construction at the approaches along with placement of rip rap for scour protection and guardrail as needed. The project will not require new permanent right of way.
The project will require Ind. 46 to be closed during construction while using the official detour on state maintained routes of Ind. 3, I-74, and Ind. 229, however local routes may be used by local traffic. Access to all businesses and residences shall be maintained and school corporations and emergency services will be notified prior to any construction in regard to the closure or delays prior to any construction.

The public hearing serves as the opportunity for the public to comment on both the Categorical Exclusion (CE) environmental document and the 800.11(e) documentation for Section 106.
Public statements for the record will be taken as part of the public hearing procedure.
All verbal statements recorded during the public hearing and all written comments submitted prior to, during and for a period of two weeks following the hearing date, will be evaluated, considered and addressed in subsequent environmental documentation.
